Glasgow Council is considering the possibility of charging drivers for parking in their neighbourhoods based on the level of emissions from their cars. They are weighing up the measure as part of the Glasgow Transport Strategy – Consultation on Draft Policy Framework.
The council is also looking to introduce charges for workplace parking in the city.
The charge would involve a workplace licensing scheme, with the employer paying for a licence.
It is aimed to encourage more drivers to leave their cars at home and travel in a more sustainable way.
The revenue raised from the charges will go towards boosting sustainable transport.
This will include a regional Glasgow Metro scheme, improvement of bus services, longer opening hours of the Subway system and more cycle parking.
Deborah Paton, Glasgow Council’s group manager for the connectivity plan, praised the proposals at the South Sector Community Planning Partnership.
She said: “We want to explore emissions-based resident parking charges such as Edinburgh has.
“That is a key tool we have at our disposal as a local authority to try and intervene and manage the emissions type of vehicles we have in the city.”

The draft policy report set out Glasgow’s aims to transform the transport in the city to make it more environmentally friendly.
Policy 7.13 will look to explore emission-based resident parking charges as a policy intervention to influence the transition to cleaner and low emission vehicles in private ownership (particularly cars and vans).
It stated the Council may “undertake a scoping exercise on this by the end of 2023 and include in the strategic plan for parking if appropriate”.
The consultation is currently taking place on the strategy which would run until 2030.
